Industrial Relations Assistant.  Responsible for administra­tion of union contract and grievance resolution in plant op­erating departments.  Assisted in local plant contract nego­tiation, white-collar organization campaigns and Nation La­bor Relations Board hearing.  Performed general personnel and public relations functions.

Manager, Human Resources - Refining (1992-2000). Responsible for all Human Resources activities including Labor Relations for Chevron's domestic U.S. Refining System, the department within Chevron having the largest number of Chevron employees, and which included 8 domestic US refineries, 7 of which were union-represented. Provided HR and LR counsel to the VP Refining and all Refinery General Managers; coordinated through individual Refinery HR Managers and staffs in refineries.

  • Lead Negotiator/Company spokesman for first-contract negotiations at newly organized facility utilizing consultant's industry benchmark data and resulting in widely-recognized benchmark collective bargaining agreement

  • Provided preventive labor relations activities

  • Coordinated Pattern Bargaining negotiations within Chevron refining, lubricants, marketing, and asphalt operations

  • Developed Pilot Fitness For Duty Program in conjunction with Medical and Refinery personnel to significantly reduce on-the-job injuries and accident costs, leveraging effort across entire refining system and to chemical plant operations

Labor Relations Counselor, Chevron Corporation, San Francisco, CA. (1985-88)

Responsible for providing labor relations counsel to Chevron's operating companies, including refineries, marketing, chemical plants, exploration & production, Canadian operations and other international locations; handling grievances and arbitrations, plant closures and sales, new benefits package negotiations, NLRB unfair labor practice charges, preventive labor relations, negotiations planning, preparation and coordination. Handled effects bargaining for several sold/closed union represented facilities throughout US.

GULF OIL CORPORATION - (1974-1985)

Manager, Human Resources, Cincinnati Refinery, Cincinnati, Oh (1980-85)
Responsible for all Human Resources and Labor Relations activities at a union represented manufacturing facility. Lead negotiator/spokesperson every two years. Also negotiated new 12-hour rotational shift schedule, position reductions, process improvements, etc. during term of agreements. Implemented new process to control absenteeism and leaves of absence. Conducted monthly union meetings and handled all grievances and arbitrations. Assisted in making this facility the second lowest operating cost per barrel and best value-added refinery in Gulf's system.

Supervisor, Labor Relations, East Coast Area, Gulf Oil Products Co, and Director and Trustee of Regional Blue Cross/Blue Shield Medical Plan (1977-1980).

Responsible for all Labor Relations activities in 24 state territory in Northeast/Mid West US including approximately 30 labor agreements in refining and marketing locations. Worked closely with variety of refinery and marketing management teams and variety of independent and national unions, including OCAW/PACE, Teamsters, etc. Also, responsible for wage surveys and preventative wage increase administration and work practices for numerous non-represented facilities throughout the region. Handled several union organizing attempts as well as union communications, grievances, ULP charges and arbitrations. Conducted EEOC and Pennsylvania Human Relations Commission investigations and handled cases. Handled effect bargaining at several closed or sold union represented facilities. Shared lead negotiator and first assistant responsibilities.

Responsible for the negotiation of collective bargaining agreements with four separate International Unions. Drafted and issued necessary policies covering local and divisional issues.

Director of Labor Relations

Responsible for all labor related activities throughout North American operations. Handled Management’s campaign in NLRB elections. Revamped through the negotiating process major changes in contractual language thus giving Management greater say in operating plants thus improving efficiency and significantly lowering costs. Designed and developed training programs for first line supervisors. Conducted and directed Company’s case seeking de-certification of previously certified bargaining units.

Labor Counsel

Settled major Unfair Labor Practice case in which NLRB had ruled on prior to my being hired. Developed, prepared and presented Management’s case in discrimination affairs. Developed and implemented both long and short term employee relations objectives including the preparation for and negotiation of collective bargaining agreements as chief spokesperson for Divisional agreements. Dealt with nine different International Unions. Prepared and presented Management’s position in arbitration hearings. Developed, prepared and presented Company position in discrimination proceedings before both State and Federal agencies. Continually reviewed personnel policies and effectively recommended revisions where necessary covering 3600 employees.
